Before you can start to the quest line that will provide you with the Chamkuri mount, you need to have an item level of 460 at minimum. This means you need to finish Shushire quest like first.
Then, you can go to Rohendel and start completing the quests there. You will meet with a Wizard called Digne in one of the quests. This Wizard will give you the mount when you complete its mission.
Then, you can use this mount to travel anywhere just you would as with any other mount in Lost Ark.
