The animation is automatic, which means it is predefined for each font. As of today, Instagram has nine fonts, and each of them has a slightly different animation. In some cases with typewriter effect, in others slowly appearing and disappearing and variations in between. The effect is available whether you use underline or not.
As with animated stickers, if you add animated text, the Instagram story will turn into a video even if it is a photo. This new feature should be available to all users with a recent version of Instagram.
