Seppuku is in the Mountaintop of the Giants region, which most players will enter after Elden Ring. The Ash of War is obtained from an invisible scarab that rolls around the northeastern corner of the Freezing Lake in the region to the east of Castle Sol. This ash lies in the location which is marked on the map below.
You must hit the scarab with a perfectly timed assault in order to discover its wealth, just like the other invisible scarabs in Elden Ring. The footsteps of the scarab are on the northern side of the lake and glow white. When it’s nearby, you’ll hear a faint tingling sound. Once you’ve located the footsteps, find a location along the route and wait for the scarab to arrive.
When the time comes, strike it with your weapon and you’ll get the Seppuku Ash of War as a prize. Because it’s so tiny and inconspicuous, hitting the scarab may take a few tries, but you’ll eventually succeed.
